@jea, for this coin, I'm not 100% sure what you are referencing as being a potential error. Best would be to add a nice close-up pic of that area. Thx.

Please tell us what you are seeing? It's really hard to tell from photos where an error may or may not be. It best to also show a close up of the area in question if possible. There might be something going on with the mint mark but there is to much glare to tell for sure.

All of the 1968 cents had the devices on the rim, including the proof cents:
