The translation of the Seal script Kanji is as follow. The observe reads "gift" or "award", while the reverse reads:
Japanese Imperial Year 2598 (AD1938)
Japan-China Incident (Sino-Japanese Wars) Commemoration
Taipei Army Hospital

Taiwan was under Japanese rule in 1938. Not sure whether this was really made or awarded by the Army at the time though.
