The first one has been ground down removing the Obverse.
The second is either a MAD or an off centre, can't tell which as you only show one side.
Please supply pictures of the reverse. ( This should be automatic with any post)

Something seems a little strange to me. More info is needed.
How many of these total are there?
What do these weigh?
Where were these rolls obtained?
Are photos of both sides available?

Coin 1:
PMD - it was sanded/ground down. take note that the rims and proto rims are gone. (The proto rims are formed when the blanks are 'up-set' and turned into planchets.)
Coin 2:
This looks like a MAD strike. Only one side is 'off center' - indicating a "Miss-Aligned Die"
Coin 1 is a throw away coin.
Coin 2 is a very nice keeper. Value is added when the devices (the lettering) is moved off the edge of the coin.

If the coin is under weight, it will show that on the scale. That will indicate that it was sanded. Both rims on each side are sanded off on this coin.

For me is hard to decide which coin is O and R. If the weight is correct is or sanded or re-polis roof. Other possibility it is scrap rejected coin from the scrap bin of the Mint. So in the both cases it is not an error of the mint.

Hard to believe the reverse shown for the "MAD" is correct.
