Just wondering if this rim error is rare or there is alot of them floating arround?

Not rare at all, just a slightly Misaligned Die (MAD)
Still within tolerance.

Curiously, how much misalignment would be considered out of tolerance?

Some design details would have to be missing, or very nearly so, from both sides. Rims would be incomplete on both sides.
