I've been looking through images from the Haxby Catalog. So far, I have been able to determine that my coin belongs to Reverse die group 'P'.
From looking at the slight overlapping 'E' in 'DEI' on the obverse, I have narrowed down my possibilities to the following:

obv {70,73,75a,77,78,80,80a,81,83}
However, it seems that none of the details on these obverses is the same as my coin.

What am I missing here

I'm thinking it could be PC59-224 73+P11

I agree with papeldog that 73+P11 is the most likely match.

When you are dealing with early die states with a lower grade coin, attribution is not always easy. Coin wear and dirt on the coin can hide faint die cracks and re-punching of letters even when they are present. If your reverse is P11, it may have a faint die crack hidden at leaf 10 (or not) depending on how early the die state is. Removing the grime with acetone may cause some hidden markers to show up.
