It could be a line cut into reeding by some type of vending machine coin slot. It would just be Post Strike Damage PMD. It would also be very easy to duplicate the same type of groove cut into the edge of a coin in a workshop.

I've don't see it as something wrong with the retaining collar.

Over even the 25 cent gumball machines. Something mechanical made that mark on the coin. It wasn't there when it was struck. If it were a mint error, it would be raised, not incuse. (IE: it the collar had a crack on that area, the line would be raised, not incuse)

Note the affected reed edge on this coin? The affected area is raised because of the crack/break of the collar. Yes the collar is also a die. If makes the flat or reed outside edges of the coins. So the strike happens on the coin all at the same time, in a single process. Any crack/chip/break will leave a raised area on the coin. Not an incuse mark except the the Dollar coins, where the collar has the devices on the collar that are raised on the collar edge on these strikes.

Here in Canada I observed same kind of rims damage on the coins returned by superstore machine. You scan the articles then you pay. If you pay cash the machine return the exchange and many of those coins has those traces on the side. I think the machine work by diameter in order to give the right amount. It is not a fact it is just a presume reason for. I never see the mechanism inside.

Sure at the mint no procedures of production can leave those marks.
