1976 D/D Bicentennial Quarter? RPM Error?

So I just found this coin online and the D looks strange. At first I thought it's a DD RPM error, but I'm not so sure about it. I just think the possibility of it being PMD is so low. What do you guys think?

Machine Doubling the SE side of all the devices on the date and bust as well.

MMS-008. There is damage to the left upper part of the mintmark. It took a hit in circulation. (a common coin event on all devices and designs that are raised on the coins)

I'm thinking machine doubling--very apparent on IGWT..
