2013 fort mchenry quater is this a doubled die or Machine Doubling and on the obverse is this just damage or a Cud?

Just MD on the Reverse.
The Obverse is not a Cud, looks more like damage.

Obverse looks like damage to the rim area. Reverse is a Machine Doubling issue. The devices in the circle area of the reverse are incuse. They will never be a DDR on that area of the coin. The DDR's are on then central area of the devices. (That is where the single squeeze create a doubled dies)

ok I think I'm starting to understand so if it looks like doubling on the inside of the circle it wont be a double die it would be more like Machine Doubling right

Correct. The DDR's not happening on that area on the single squeeze dies.
