1995 P Washington Quarter Struck On A Different Planchet?

This quarter is smaller than a traditional quarter but larger than a nickel. The outside of the rim is also smooth, unlike a traditional quarter. The rim is also very deep and crisp. I have no idea if this is struck on a different planchet or if someone modified it at some point.

Looks like an early stage Dryer Coin, rescued before it got too bad.

Either way it is just a damaged coin. Altered and now just a face value coin.

I think it is spooned coin, I do not see the hits of a dryer.

spooned quarter, when I was young (a very long time ago) we used to spoon them down to small diameters to make rings.
