Unfortunately not an error. This is called zinc rot and most post 1982 cents will end up the same way. Zinc plating bubbles form and then burst causing the core to be exposed and corrode over time.
With zinc rot it can start under the thin layer of copper plating causing a glass bubble. If you take a plastic toothpick and push on the area it will most likely feel like a bubble and possibly "pop"
Contact marks and split plating that after the zinc is exposed, make the zinc start to rot and rise. Spend it while you can. Eventually it will all rot away and leave a copper colored Hershey's kiss wrapper.
