Grade 1976 Eisenhower Dollar

Found this nice Eisenhower in my Eisenhower stash of Eisenhower dollars. Very few contact marks, but an unstruck face is somewhat distracting. Reverse is nice, just a few fingerprints up by OF and around E PLURIBUS UNUM. A plethora of die polish lines are present.

The marks on the cheek don't appear to be PMD. I believe they are the contact marks on the planchet that are present before this coin was struck. A weaker striking pressure would result in the high points looking "chattered". How would PCGS look at a weakly struck coin such as this?

All opinions welcome, and thanks in advance.

Could make 64, too bad the planchet flaws weren't struck out as well as a pair of unfortunate fingerprints

They seem to be rather consistent with grading Ikes based on what happened to them after they were struck. In my experience, anything that occurred before or during the minting process that adversely affects eye appeal is seldomly reflected in their technical grade.
