Looks like a Partial Collar off-center strike (5% off-center?)

Can you get an image of the reeded edge? Where does the reeding start and stop on the coin?

It can't be a Broadstrike if it has reeding.
It is a nice Off Centre Strike. Not sure if it is off enough to
be considered an error though.
PCGS says it has to be off by at least 5% for an error classification.

Didn't know it had to be off a certain %. I say if you can see it, it's an off center. Nice find.

Not struck in the collar called a broad struck coin. No reeds on the outside edge.
