Different environmental conditions will produce slight variations in surface color.

They were the same colour when they left the mint.
Things happen to coins when they are in circulation.

a clue is the second coin has rust on the face so it might have been in a tool box or something like that? With a bit of moisture the rust spread around and discolored the coin.
