Looks like the start of drill holes. Might have been used as a backing for drilling holes through a strip of metal.

Looks like it was hit with a punch. Note the displaced metal. Drill holes would not displace metal, but remove it entirely. Either way it is PMD and worth face value.

Drilling holes in metal definitely leaves a raised edge. But regardless, agree it's PMD.

@Dear, do you play with this time ago? We destroyed silver coins and for the final gold ones. One month I cut the grass three time a day when my mother find the all series of 1912-1914 5 and 10$ gold coins full of round marks,
