The lack of a neck line on her dress looks like VG-08
I'm always a little concerned when I see such a worn coin display bright surfaces that there might be some hairlines...especially giving the angle of the pic's taken?

i think this one might make it over the line for an F12 grade. the sun, rays, lettering is a little sharper than a VG coin.

VG-10 for wear. It does appear to have been cleaned. Similar examples occasionally show up in the generic Walker bin at my local shop. Hopefully if didn't cost more than about $15....
