ok I have this 1991 penny I was wondering if this clip happened at the mint and it looks like a worm going threw his nose and out between his eyes can the mint trap bugs and stuff

You know what type of metal is used in these modern cents, correct? The core is Zinc and zinc corrodes very easily.

Most of the time, when it looks like PSD (Post Strike Damage) it really is and that is what is going on with your coin.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

Just a badly corroded zincoin.
Not even close to a clip. Soon it will be nothing but zinc dust.

Yes, post-strike damage, with the exposed zinc core doing its part to further degrade the coin.

There are ragged clips however that are possible from the mint:

I'll say this is not a ragged clip because in one area only side of the rim is intact and well struck on the reverse side at K2 to K3 and the obverse is rotted away.

Finally, it ought to be pointed out that "the Mint" doesn't make zinc penny blanks. These are subcontracted out to a private corporation, a zinc refinery in Greeneville, Tennessee. The company makes the zinc sheets, stamps out the blanks, rims them to turn them into planchets, and electroplates them, so they can be shipped to the various Mint branches and fed directly into the coining presses with no treatment from the Mint required.

Because the plating process is done after the punching-out of the blank, if any clips or bitten rims occur with a zincoln, the plating will extend to include the inside of the clip or bite. So if you see a coin like this, where most of the coin is plated just fine but the "clip" is not, then it's safe to assume it's post-mint damage, not a clip.
