I have this Kennedy half dollar with a mark under the #4. Not sure if this in an error.

IMO it's a small die scratch, not an error.

can't tell, pics too blurry from overmagnification, they are more than 4 times the size of my display

If it is incuse, then it is damage.
If it is raised abut, behind the '4' then it is a die gouge. (Just a die event) Not a big thing. The melt value is probably the best value if the coin is affected with any damage. (Save the best, melt the rest) That way the goods ones will be kept safe.

I would think that it would be near impossible to have a scratch on a coin that transverses from outside the "4" to inside the "4" without scratching the cross bar of the "4".

I'm saying this because someone from OZ:
