These aren't die bubbles, they are Die Chips.

A small area had broken off the surface of the die and left small pits. The metal of the planchet filled these areas during the strike resulting in what we see on your coin. The dies used for your coin may have continued in production and stuck tens-of-thousands of coins with the same die chips before they were retired.

Die chips are quite common and don't add any premium value to coins.
