Guys, I attempted to clean this coin using acetone, it did not come off, is this a toning issue?

The Acetone does not work 100% of times, your coin does show staining of some sort.

Some form of environmental staining--likely was a liquid at some point. Acetone is effective, but not with every substance/stain.

Might be water based. Try soaking in water.

Just a spender. Damage/stains on a coin is not a plus for the coin.
