@trav, thank you for posting close-up pics of the areas of interest. These are quite blurry so knowing for sure will be tough, but those certainly could be die chips, especially along Franklin's chin. As a general rule, die chips don't add numismatic value to a coin, which is why I am struggling with your comments about having an offer of $1500 for this coin.

If you can take better, in-focus pictures, it would help.

You are confusing your terminology. "Mint Damage" isn't a proper term. I think you mean it's a Mint Error. If so, the chin may have a die chip that has been called a 'Goiter' and that would be a mint error. The front of Franklin's chin seems to show PMD, but, again, we need better photos.

The mint mark also seems to be PMD in the photos you provided, but better photos are needed for us to tell for sure. Making the blurry photos larger doesn't help.

Your coin may grade a VG-8 or VG-10 so the value is going to be very low even if it is an error. Franklin half dollars dated 1959 in Mint State with the Goiter Error usually sell for less than $250. A few examples have reached higher prices, but they are in Gem condition and/or have Full Bell Lines,

It does look like it may have a die chip on the chin, but as stated the pictures are too blurry to say for sure. Die chips are interesting, but add little to no value. The mintmark looks like circulation damage. You have a nice, circulated Franklin half. Value is about $8.00, but the real value is as a memento of your grandfather.

Is this a betterclose up of that chin and what about the 1 in the date aswell not sure I'm still very new at this. But the 1 dose not seem right

I'd say that is a die chip, just damage on the 1 in the date though.

This does look very much like the die chip found on 1959(P) Franklin half dollar known as the FS-402 "Goiter" die chip.

The sold listings on Heritage show 19 examples of the FS-402 that were offered in past auctions. While it's not common for die chips to increase the value of a coin, but this variety, sometimes called a "Double Chin," seems to be an exception as they sell for a substantial premium over Franklins of the same year and grade.

I found one or possibly two1958-D Franklins with one graded by ANACS with the "Goiter" die chip designation. It's called an Unlisted Variety as it isn't listed by with an FS number. To view the details (no images) visit https://www.anacs.com/Verify/CertVerification.aspx and check cert# 6041954

The FS- number is used in the Cherrypickers' Guides by Bill Fivaz and J.T. Stanton, is used to identify and list a number of variety coins.
