I think it's just marks from someone using a drill bit or rotary engraving tool. I can't see any way this is not post mint damage.

We need sharper and a few more pictures. I don't think it was an engraver, it's to uniform for that. Almost looks like some sort of saw blade teeth impression. Need a closer picture of what's just to the right of the motto.

Well without having the coin in hand, I suspect that a larger diameter reeded coin was pressed into this dime (twice - maybe even more like 4 if you consider the marks at the bottom of the larger marks and the one near the rim under the profile.)

Looks like PMD to me. Appears to all be incuse, and I'm seeing displacement of the excess metal. Looks like some kind of abrasion from a tool.

Either that or a rare 1967 Hasidic FDR portrait. Very impressive payots on that big macher!

Judging by the new pictures, that has to be post mint damage. You can clearly see the displaced metal, especially on the lettering. That just can't during minting.

Interesting. It looked raised in the original images but the pushed metal at the letters seem like PSD.

Have you tried soaking in pure acetone to see if the "curly cues" come off?

This has to be PMD.
Don't know exactly how it was done but do know this
couldn't have been done at the mint without it being on the
striking die in which case there would be others out there.
I would keep it as a curiosity coin.
