If you see an indention on one side and a corresponding lump on the other, it's damage.

There's no such thing as a post-mint "error." Once it leaves the mint, anything done to it is just damage. Just like your phone doesn't have a manufacturing defect when you drop it on the ground and smash the screen. This is just a badly damaged quarter.

I agree, this damage looks like BB gun shots. Definitely post mint damage.
