It's just Post Mint Damage or PMD. The area in question has been flattened and that has pushed the metal slightly outside of the original collar line.

Thanks for the replies! Glad to be here. It's taken a while to get registered as confirmation emails were going to my spam folder but not showing up for days. GRRRR.

I figured PMD but the lettering under the lamination and/or how the PMD happened had me puzzled. Some things are just meant to remain a mystery I spose. &

This coin was damaged. Note the outside edge is wider than normal. Post strike damage. Just a spender.

Vintage: This PMD is like this because the coin was high speed punch, with protection of the other side.
