A close-up pic might help, but that sure looks like a RPM to me. Now to figure out which one of the known 23 it is.

For me seem to be RPM. The most close I see it is RPM-006, and could be new one also.

Yes, a minor RPM. Nice find! Makecents' ID of RPM-015 looks right to me.

Unless it's easy to spot and has good die markers, I'm hacked!. My main question I guess is this " can I emphatically say split serifs top and bottom is a RPM? Or one obvious split serif is a RPM? Coppercoins.com shows a picture but often you can't see the date. Many pictures on Cuds on coins I can't even see what the arrow is pointing to!. Is there a book or website other than these two to possibly help me, without so much aggravation?

But die 015 is a Rotated, the OP's coin is a tilted? The difference? Note the upright on the upper half? The rotated curve is visible on the 015, and is not present on the OP's mintmark. So this is not the correct die number for this RPM. It maybe an unlisted (minor) one for this coin.

As to helpful websites, Variety Vista and Doubleddie.com are my favorites for helpful photos.
With regard to split serifs, that's trickier. The short answer is yes, one split serif generally indicates an rpm, but the reason I have to qualify my answer is because over time the die wears, or is polished, or the coin wears. Any of these things can result in alteration so that only one split serif appears visible.
That's why if in doubt it's best to try to confirm your coin with MM location or die markers.
