One thing I do see in these photos is that this is an "S" Mint coin, not a 1928-P.

I also ended up cheating and finding the listing, and I have to admit in the seller's 2nd set of photos (taken at an angle) it looks far better. Still ugly in my opinion and difficult to try and guess a grade, but at least in those extra pics you can see a lot of the detail on the obverse.

Can't tell anything from the obverse. The eagle appears to have significant wear on the head, shoulder, wing edges, and talons. I think I see luster in the reverse fields and around the tail. I'd guess XF-40, possibly up to AU-50 if detail loss can be partially blamed on strike.

It's an ugly coin and should be market-valued accordingly.
