I believe there is a die gouge on the reverse side on the the top of the 4 in the 1848.

I Agree that it is damage. It has taken a hit in that area.
A die gouge would be raised on the coin.

@rot, first welcome to CCF. Second, a die gouge would show up as a raised area on the coin. Since this is incuse, it must be something else and damage is the most likely candidate.

99% of incuse areas on a coin, is from circulation damage to the coins. Only about 1% are actual mint errors. (Incuse on a coin alteration would need to be a struck through something between the dies and the planchet. These will have distinct endings and beginnings. Also they will in the shape of what was in the way during the strike:
