Kinda looks like a Daniel Carr fantasy coin, but not too sure on that; other members will give other ideas.

@land, first welcome to CCF. Second, I believe that you have a privately minted pattern of one design under consideration for the Jefferson nickel. Here is a link to a previous cointalk thread with more discussion. Thx for posting this!

I also thought PM's pic may be a of a fantasy coin, and perhaps in some sense, it is.
But the link sheds a whole new light on the subject.
