There it is a team for satisfying the collectors. No more no less then this. I thing so you do not understand the mentality. The Mint produce the coins but not them drive the ball. WHO drive? it is the Reserve. So in your case the mint send you a mess or write, because they do not want to loose a collector.
To understand more: I remember the 1964. The Mint start to strike, and they go for 60 bill coins (all denominations). In July 5 the reserve ordered 50 Bills more, so the Mint has to go to the Congress and explain that super stupid think. What result? The congress force the Reserve to accept strike coins with 1964 till end of April 1965.
Hope you understand that the Mint is just a piece of the business. They want to keep you customer. If they loose you?!! They will have others. So do not think to much.
