The strike weakness is typical for this die marriage, and the lack of dentils combined with the stars and letters drawn out to the edge makes this a later die state piece. Even though most of this coin is flat, that is mostly attributed to the poor strike. I give this coin a VF-20. Suffering from bust half fever. I wonder that same thing. I've seen TPG slabs with both correctly graded and undergraded examples. So whatever method they use, it is not consistent. Suffering from bust half fever.
