It is known as a "bull and horseman" jital, and was issued by the Hindu kings of what is now Afghanistan. They were issued with very similar design over a couple of hundred years, roughly 800 AD to 1000 AD. As with the ancient Celtic coin series, the design tended to get more abstract as time went on. On this coin, it's a little abstracted but there is still a clearly recognizable bull, and a clearly recognizable horseman, so I'd say this is fairly early in the series, probably mid-800s?

I paid AU$10 for mine, back in 2001, if that helps with pricing. Maybe $40 or so these days?

The writing above the bull looks like it matches the "Samanta Deva" type, shown for example at

It looks like similar coins have been selling for US $18-36 on ebay
