It's just discoloration. Something has stained the surface causing a dull area on the coin after it left the mint.

It's considered to be Post Mint Damage or PMD.

Not an error. Just worth face value.

Discolouration does not occur during the striking of the coin so it can't be considered an error.
It happens afterwards and is considered damage, aka PMD.

If it is a stain, then it could happen in circulation. But not a plus for the coin. (Just a negative for the coin) Spender.
