I have a 1982 D penny it appears to have bubbles under the copper cladding

That is zinc dust under the copper.
Very common on zincoins and adds no value.

I agree it is zinc dust and that is a large date.

I agree it is trapped zinc dust between the copper plating and the zinc core. It is also a large date as mentioned.
