There is no 1990 Philadelphia proof coin.

What if it's a circulated proof without the S mint mark?

As Coinfrog said, there were no proofs made at Philadelphia. Proof coins were made at San Francisco and would have the S mint mark. This is just a circulation strike coin.

@nick10, that was my question. What ways are there to prove that this is a proof coin. I don't even know if this a proof or a regular strike coin.

The coin in question doesn't have a mint mark, meaning it was struck in Philly. If it had a S mint mark (San Francisco), it would be a proof. Another give away is the look of the rim--doesn't look as 'squared' as a proof would be. In sum (and in my opinion), the coin is a business strike Philly cent, not a proof.

The missing 'S' is on a proof coin. They are quite obvious to see:

Yours is just a normal coin.
