Is that raised above the device or incuse? (it's hard to tell with given image)

If both areas are incuse, then it is coin damage
Of the upper area is incuse and the lower area, is raised on the fields, it might be a lamination peel. But I doubt it as the copper should be showing.
If the lower area is raised, it could be a die chip, but I'm thinking both areas are incuse? Looks like contact on the top jaw. Maybe just damage to the coin?
