This maybe a die clash area on this design? We see a lot of die chips on this area. The clashes could be causing this when there is no planchet between the dies, and the die hit each other? If the die were rotated slightly I could see this as a clash issue on this design? This happens on some of the 2022 obverses on the mouth area.
