1997 Doubled Ear ? Plating Bubble ?

I had a few minutes to have some fun searching this evening and this bit of an anomaly popped up. Just for fun I thought I would post it. Could be a bubble or a bit of doubling . What think ye? If you have patience, it might be fun to send in and see what happens. They might need a second example or a BU example to attribute though. Words of encouragement are one of the major food groups.
