IS this an 1954-S WLC Wexler WRPM-001 IMHO is
and has also others things:
1. Doubling in digit 9 very light one
2. Default planchet show on the shoulder of the president. Seem was carbon remaining from the melting which detach during the rolling process.
3. Reverse struck trough the grease letter O (one) and ME (America) and what it is mazing the letter O is same with the letter O from the TROP post for an 1948-D post :http://goccf.com/t/431929

I see the RPM on the MM.

IMHO:
1)On the tail of the 9, the raised line is too straight. I believe it is a die scratch.
2)Curved raised line at the top of the 9 is similar to what has been described to me as MD.
3)The line on the slanted part of the 4 makes that part thinner, so Md as well.
4)I'm not sure what part of the coin is shown in image #4. (Bangs at the forehead?)
5)The "O" (ONE) from the reverse is usually due to the depth of the design at the shoulder. The depth of the die at the shoulder doesn't allow enough metal to flow into this area of the reverse.

Thanks PETE. The reverse photo 4 is for O in one and the M in America. The coin has a very strong ghost. I understand your point but I question why others coins with strong ghost do not has same effect. Penny is not my specialty.

The location is not correct for the WRPM-001. Also the RPM is raised on the fields, not a stain that is level with the fields.

54s has a lot of very good RMMs. 003 along with more show as closer to the 5 than the 9. I can't see it in this coin. like you say the spot on the shoulder is a void, I've ran into this a lot on 50s and 60s uncirculated bags and rolls. And as Pete says the O on the reverse is a weak spot that you can find in every year of wheats and memorials.
