Not an error, the reeded edge was filed off. You can see some remnants of the reeding at about 4:00 on the reverse photo.

I agree, the edges have been removed after the coin was struck. PMD
You can't have a 25 cent coin struck in collar without the reeding.

This isn't an error. The reeded edge has been filed or flattened intentionally. The coin will be slightly smaller in diameter than the 24.26mm that it was when struck. The flat edge and high rims suggest that the coin was mechanically 'turned.' This sometimes happens when a coin is caught in the drum of a dryer, but the reverse rims make the damage look intentional to me.

Could be an earlier stage Dryer Coin, but definitely damage, whatever the source.

Rims don't look raised on the reverse, so I don't think Dryer or even spooned. the rim appears to ne normal thickness on the reverse but very thin on the obverse. The edge is extremely smooth and uniform. I think that the edge was carefully sanded off at a slight angle, tipping towards the obverse.
The weight may help in determining if material was removed or shoved about on this coin.
