Really hard to tell. The image is lit a bit wrong and the coin is worn. Doubled eyelids are very difficult to attribute when worn.

It's a little better, but really, these things are really small and difficult to tell on a circulated coin with an image.

I like the doubled eyelids so strong even a braille reader would catch them.
