Help! Possible New Error Variety On A Washington Quarter. I Need Some Advice And Opinions. (1978)

At first I thought it was part af the rim damage but it's not it don't line up or match. So after looking under scope it seems as a layer of the one somehow got shaved down and landed sideways at the bottom. I suppose it could be some sort of rolled over Rim Fin, but I would assume plain damage unless you have compelling evidence otherwise.
