1955 D cent are those little di chips next to his left eye it look's like he is crying to me plus they look raised to me on my end or are they some kind of circulation damage

Yes, I'm thinking circulation hit which moved a bit of metal. Copper is a relatively soft metal which can take on interesting shapes when copper coins are hit and dinged.
