No, it's a divisionist rendering of that portion of the coin surely done on purpose.
"Dipping" is not considered cleaning... -from PCGS website

 to the CCF! In order to help, we need to see full images of both sides of you coin. Try to get them as sharp as possible and make sure to crop them close. It's almost impossible to tell anything from the pictures provided. You should also let us know what you see as an error.

Nice images of both sides but we need you to be more specific about what you are questioning as an error. I'm seeing some MD on the tops of some devices. (For the record, if your question was about whether this was a DDO, a better term to use would have been variety instead of error.)

It does not appear to have any mint produced error that I can see. Some of the doubling you may have could be from the lighting, creating a reflection of simply Machine Doubling (which is very common and not an error)
