When you buy a roll of Presidential dollar rolls, the cost $25 dollars but if you open the roll up and you need to put them in another tube, the tubes are only $20. I noticed that PCGS also have graded dollar rolls that are only $20 aswell. Why do they do this? Thanks

I Use CoinSafe Square Tubes they come in both 20 and 25 coin versions
