Damage. Transferred from another coin. Note the devices are mirrored. Not a doubled die. Also all the affected areas are incuse. Also a sign of coin transference. PSD.

I see so many marks. Can you show more close the raised parts of the Observe? I never see a 2019 like this. Try take close pics is not vise job.

As others have indicated, this cent shows contact marks from the reverse of another cent on the obverse and irregular post-strike damage on the reverse. It's not an error.
Error coin writer and researcher.
