@joe, that specific area of the reverse is often weakly struck since it is directly opposite the thick part of Abe's base. However, it looks like your cent might have also been struck from a die with some grease in the die.

Agree with Spence--weakly struck opposite Abe's bust; only so much metal available to fill the intended design completely. This is not uncommon.
