The lines are not scratches. They stop and start again at images.

Look beside the torch on the right side near top.goes right to leaf. Stops.
Another line below it goes left and right of touch and always stops at the leaf never goes over or anything. It's definitely made while everything else was made.

The is Feeder fingers Damage on the die. It is a die event. One of the feeder fingers was struck and damaged during a strike.

When this happens the finger got damaged and is now scratching the die, leaving these marks on the die.

The die will leave these marks on the coins, until the die is polished and a new set of feeder fingers get replaced.

When the die has been polished, then the polishing of the die will be noticed.

Depending on how strong the damage is or how much the die is altered on the polishing, the die is rescued to continue to be used.
Sometimes the strike tears off part of the feeder finger and it will look similar to a coin:

CoopHome: What does Feeder Finger Damage look like on dimes? lines will be horizontal on this reverse design. when the die is polished too many times the weakness will weaken the design on the die. not a premium, but just a die event that can catch the eye.

Not a premium, but information as to what happened to the die. Also how/why it is polished to rescue the die to continue on striking more coins without the die damage present. (I always hate to wonder about something. But it happens often on coins)
