At most 40, hair on the head is worn down, and that Buffalo has his fur worn down a bit. Nice full horns though.

I'll go with AU50 on this one. The 1938D is available in ms64/65 even in PCGS or ngc slabs for around $40. If you look around you should be able to get a nice example for fairly cheap.
