The piece is genuine, shipwreck salvage with decent surfaces but a bit of damage likely from the recovery process.
Colonial Coins of Houston was George Vogt, a well-known name/dealer in Mexican coins. Not sure if he was known to have handled a sizable quantity of coins from a particular wreck of this era. Anybody out there have any of his fixed price of auction lists? That info could perhaps help pinpoint a likely suspect.
Do be sure to keep whatever Colonial Coins card, paperwork, holder, etc. with it - that's good reassurance for, say, an ebay sale.
As far as the coin itself, certain pieces from the Reijgersdaal do have a recognizable look to them from the conservation process(es), but there's nothing obvious here. "Could" be Reijgersdaal, possibly Hollandia, a few other possibilities... but as is, it's just generic genuine salvage.
