Not having much knowledge with this sort of thing, I was thinking the same before seeing the initial responses.

I can't imagine any other manner to create what you show here,

The circular rim transfer on the obverse and possible memorial transfer on the reverse, from a high degree of pressure from one coin or object to the 99 cent, could possibly create what we see here.

I agree vice, but you can and are welcome to refute. I think it also may have been a roll ender at one time reverse

It sure looks like someone got tired of using a regular Lincoln Cent for their mayhem.
The odd design running through Lincoln's face has a Central America or Mayan flare to it. It is easier to see on the last image.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.
