The style appears to be early French, but I am having trouble reading the inscriptions.

Weight 0.38 grams
Diameter: 16 millimeters

Reverse gateway is upside-down, I believe. Have you tried Cyprus/Lusignan Kingdom?

Given that the weight of my coin is about 1/2 that of a denier, what does that mean? Were their 1/2 denier coins or is this just a seriously underweight/ clipped/ worn example?

Generally there were half deniers as well, called obols. I don't know whether Henry I minted obols, or if this is underweight (it is possibly clipped a bit, but not enough to cut away half its weight I think).
